We have installed a snow fence around the landfill. Council is asking sports utility operators to exercise caution while driving around the landfill. Please be advised the landfill has been cleaned up and be aware of changes when dropping off refuse.

RECYLING NOTICE (Sept 27, 2017):
Council recognizes that many people have an abundance of recycling to deposit. As the Town pays for the service by the number of lifts, it is requested that everyone have their overage in the bins by OCTOBER 4TH, 2017. Loraas will be picking up in Abernethy that day and can give us an extra service so we can "catch up". After that, Lemberg's regular scheduled pick up will be October 19th.

Please be advised that effective May 1, the Town of Lemberg will be billing utilities every two months, with the next invoice generated in JUNE. Please contact the Administrator at 306-335-2244 with any questions or concerns. A copy of the Bylaw can be reviewed in the Town Office.

Dear Stakeholder,
I am writing this email to inquire about coordinating a facilitated discussion that targets an alternative approach to the challenges our smaller communities are facing in relation to aging municipal infrastructure. The discussion would focus on the Lemberg area as a potential pilot location for a targeted regionalization project.
In my short time back in Saskatchewan after residing for 20 years in Calgary, AB, the need for improved drinking water systems, upgraded lagoons, and landfill management in most municipalities in Saskatchewan has become apparent. Given the number of communities in the province, the relatively small population base the province has, and the fact that councils are composed of volunteers, are we really making sustainable decisions in regards to our infrastructure? Poor or rushed decisions cost money that most communities cannot afford to recoup. Infrastructure improvements for small municipalities often force communities to take out loans that they may never be able to repay.
Given budgetary constraints, as well as reduced and aging populations, there must be some collective answers or an “umbrella champion” that can help address ongoing regulatory requirements, while still allowing smaller communities to offer quality of life for residents. The province as a whole, individual communities (rural and urban), regulators, funding agencies, and crowns need to start working together to champion regional solutions. Presently, individual municipalities plan for individual upgrades and populations in these small urban areas are not able to afford the capital costs of (in most cases) multiple projects, let alone ongoing operational costs. Encouraging economic growth is also next to impossible when communities don’t have basic infrastructure in place. Status quo will not lead us to a sustainable future; it is widely recognized that changes must be made, but is it in each hamlet or village’s best interest to funnel millions of dollars into individual infrastructure components?
In discussing potable water options with professionals from Calgary’s Water & Wastewater Division as well as local engineering firms, a suggestion was made that neighboring rural and urban municipalities join together and to create a regional waterworks system using the City of Melville as the hub, and pipe water to any and all municipalities requiring potable water. While pipeline is not inexpensive, long term sustainability for the areas should include plans for succession. Farms are combining quarter sections that used to house individual families, populations of small municipalities are decreasing, and pipelines would make additions (or subtractions) easy to implement. In order to implement this, Provincial support is required. Perhaps a pilot project in our area would be one way to stimulate the “regionalization” approach. While it is understood SaskWater has many pipeline systems and there are examples of regionalization in the province, stimulation of the approach must virtually all come from local champions, with coordination between the regulatory bodies, layers of government (including the municipal level), and funding agencies.
In closing, we strongly feel that this topic is one that should be explored thoroughly before any more individual decisions are made. While we recognize the need for improvement in order to protect general health, the costs we are facing to do so are prohibitive and have brought the problem to the forefront for all of our communities; we cannot meet these regulatory standards alone. We also recognize that there are opportunities for innovation in project delivery as continued infrastructure deficits and their respective costs are addressed. We would like to be a socially responsible part of the solution and set our communities up to sustain multiple generations of life. Any member of the public who wishes to speak to Council on any municipal matter, per Bylaw 1-16, Section 29, Subsection 29.1, may appear at a council meeting to speak so long as they pre-register with the Administrator prior to 12:00 noon on the day of the council meeting so that their name may be placed on a Speaker's List.

Lemberg Town Council respectfully requests that residents ask to see Town issued Business Licenses when in contact with any person conducting business transactions within the municipality's limits (including contractors, sales persons etc). If they do not have a Town issued business license, please direct them to the Town Office to purchase one before conducting business (to protect residents against potential fraudulent activity).
